Minutes
1. Meeting Opened: 6pm
2. In Attendance: Cllrs Wicks, Clawson, Smith, Phillips and Cartlidge
3. Apologies (Non-Attendance): All HPC councillors present. Apologies from LCC Cllr Vernon and SKDC Cllr Leadenham
4. Declarations of Pecuniary Interests: Cllrs Wicks, Smith and Cartlidge are members of the Harlaxton Sports & Social Club Committee. Cllr Cartlidge is a member of the Village Hall Committee.
5. Resolution to approve minutes of the Annual Meeting of the Council and PCM of Wednesday, 27 May, 2026: Unanimously agreed and signed by the Chair.
6. Public Forum (15 Minute Presentation/Discussion): None present. Cllr Cartlidge raised correspondence received from a resident regarding overhanging branches from trees within the Parish Council copse adjacent to Gregory Close. Cllrs Wicks and Clawson agreed to attend the site and report their observations back to the Council. It was further agreed that quotations be obtained for an arboricultural inspection and report of the copse, with a provisional budget of up to £550 approved for this purpose.
7. Finance
7.1. Annual Internal Audit Report: The Council received and noted the Annual Internal Audit Report for the year ended 31 March 2026.
7.2. Council to Review/Approve AGAR Section 1: The Council considered Section 1 of the Annual Governance and Accountability Return 2025/26, Annual Governance Statement. It was resolved to approve Section 1. The Chair of the meeting and the RFO signed Section 1 accordingly.
7.3. Council to Review/Approva AGAR Section 2: The Council considered Section 2 of the Annual Governance and Accountability Return 2025/26, Accounting Statements, already certified by the Responsible Financial Officer, together with the supporting financial documents, including the bank reconciliation, explanation of variances and asset register. It was resolved to approve Section 2. The Chair signed Section 2 accordingly.
7.4. The Council confirmed that the period for the exercise of public rights would commence on Monday, 22 June 2026 and end on Friday, 31 July 2026. It was resolved that the Responsible Financial Officer be authorised to publish the required notice and unaudited AGAR documents and to submit the required Form 3 documentation to the external auditor by 30 June 2026.
7.5. Invoices/Expenses: Allerton £154.80 to service the pumps and chamber at the STW in the HSSC Car Park. Approved for payment. Tidy Gardens & Grounds Ltd £954 for three cuts in May. Approved for payment.
8. Any other business: Cllr Cartlidge noted that the letter from MP Gareth Davies to Npower ref the erroneous electrical billing for the telephone box had resulted in them cancelling the historic spurious invoices, and they now await a revised electrical load assessment from the supplier. Thanks were given to Gareth Davies for their involvement. Cllr Wicks advised that he’d been made aware of intrusive vegetation along the footpaths between Parklands, Walton Way and De Ligne Drive. This is an SKDC-adopted footway and should be reported to SKDC.
